Michael R. Dequine, LS, is a professional land surveyor in California and Nevada with more than 35 years of experience in the public and private sectors, including over 25 years as a survey project manager for large consulting firms. His experience is in a wide variety of land surveying areas including right-of-way engineering, the preparation and processing of tentative maps, parcel maps, final subdivision maps, records of surveys, ALTA surveys, lot line adjustments, and construction staking for both public and private projects. He has extensive experience with boundary analysis, topographic mapping by both aerial and conventional methods, Design Surveys and Base Mapping, bathymetric surveys, and GPS surveys using fast static, CORS, and Real Time Kinematic methods. His unique expertise includes a thorough understanding of land development, The Subdivision Map Act, and the California Land Surveyors Act.

Erosion Control and Levee Improvement Project for State of California Emergency Levee Repair for URS (AECOM) Principal in Charge. This project included field surveys to establish horizontal and vertical control based upon NGS Survey Control points and the California State Plane Coordinate System (NAD 83), field surveys for topography and design, and preparation of base map drawings for design of levee improvements. The project consisted of 81 sites located on the Sacramento River, Feather River, Yolo Bypass, Cache Slough, Lindsey Slough, Butte Creek, Cry Creek, Yuba River, Sutter Bypass, Steamboat Slough, and Elk Slough in Sacramento, Solano, Yolo, Placer, Sutter, Yuba, and Butte Counties. City of Sacramento “The Docks” Phase One and Two Principal in Charge. This project is on-going and has included research, field surveys to locate and identify Caltrans survey monuments, determination of Caltrans Right of Way lines at Interstate Highway 5 in Sacramento, design surveys, utility locations, and construction staking for a riverfront promenade. Also preparation of a tentative and final parcel map to create a parcel for the current Embassy Suites hotel. Services also included property boundary surveys for over 30 parcels of land, topographic surveys, bathymetric surveys, and preparation of base map drawings for design. Also coordination with City staff and the State Lands Commission regarding preparation of legal descriptions and exhibits to support a boundary line agreement to identify the property line between State lands and private lands along the Sacramento River Waterfront extending from Capital Mall south to the south end of Miller Park. This project also included extensive historical research, monument searches, and field surveys to re-establish the location on the ground of the original lines of the Rancho New Helvetia originally mapped in 1859 and coordination with the City of Sacramento and a local attorney to effect an action to quiet title related to a faulty legal description. Northstar Mountain Properties, LLC. Placer County, California This project began with preparation of a Mixed Use Condominium Plan for the Ritz Carlton Hotel and residential condominiums at the Northstar Resort. MDA was recently retained to conduct a boundary survey of over 250 acres of very mountainous terrain resulting in a Large Lot Final Map showing the Northstar Highlands II project area. This final map was submitted for technical review to Placer County and is now recorded. Subsequent to the recordation of the Large Lot Final Map MDA was retained to prepare and process two final subdivision maps to divide two of the large lots resulting from the Large Lot Subdivision Map. The first was for a 9 lot subdivision and the second was for a 14 lot subdivision. Both final subdivision maps have been submitted to Placer County for technical review and are now recorded. Our work has included research, coordination with numerous consultants, field surveys to establish horizontal and vertical control based upon ties to published National Geodetic Survey monuments resulting in California State Plane Coordinate System values, field surveys to locate over 100 existing survey monuments, boundary analysis, easement calculations, and preparation and submittal of three final subdivision maps. Union Valley Bike Trail Extension for Sacramento Municipal Utilities District, Sacramento County, California This project included research, coordination with numerous consultants, field surveys to establish horizontal and vertical control based upon the California State Plane Coordinate System, field surveys to identify topographic features for over 1.5 miles of mountainous terrain, field surveys to locate and tag over 2000 trees, bathymetric surveys within Union Valley Reservoir and preparation of a base map showing 1’ contours, existing rock outcroppings, bathymetric contours blended with land contours, and tree tag identification tables all in support of design for a new bike trial and bike bridge extending from the Yellow Jacket Campground around and over the Union Valley Reservoir to connect to an existing bike trail at the Wench Creek Campground.

Konrad Stinchfield, LS is a professional land surveyor with over 23 years of industry experience including ownership of his own private Land Surveying firm for several years. He has extensive experience working with the Subdivision Map Act and the entitlement process for land development. He is well versed in a variety of land surveying areas to include subdivision maps, parcel maps, record of surveys, boundary line adjustments, ALTA surveys, topographic and design surveys, and construction layout. His experience includes utilization of both conventional and GPS equipment, supporting software, and CAD programs for all types of applications including construction layout, monument surveys, topographic surveys, and includes evaluating and implementing survey adjustments. He has extensive experience in 3D modeling of topographic surveys and finished grade design.

Crispin Cider Works Topographic and Design Survey, Colfax, California Mr. Stinchfield was the Licensed Land Surveyor responsible for field surveys to establish horizontal and vertical control points, field surveys to locate existing survey monuments, field surveys for topographic and design surveys, boundary analysis, easement calculations, and preparation of a base map drawing for design of an upgraded hard cider production facility. Sutter Elk Grove Medical Office Building ADA Survey (Elk Grove, CA) Mr. Stinchfield was the Licensed Land Surveyor responsible for Design Surveys at the Sutter Elk Grove Medical Office Complex showing approximately 1700 linear feet of sidewalks and parking areas. Design surveys were required for a re-design of the facility to meet ADA requirements. Field surveys included ties to a County Benchmark, field surveys for design surveys including cross sections, and preparation of a base map drawing for design purposes.
