The Highlands Resort Hotel and Condominium Project

This exciting mixed use project is located on the Northstar at Tahoe property in the unincorporated area of Placer County near Truckee, California. The role of Michael Dequine and Associates, Inc. in this project includes coordination with Placer County staff, other engineering firms, land use attorneys, and client representatives to prepare a comprehensive Condominium Plan that is consistent with the project Conditions of Approval, Covenants, Conditions, and Restrictions, and the Architectural plans for the project. The Condominium Plan includes Penthouse Residential Condominium units, Commercial Units, Hotel Units, and other types of condominium units as required.

Land Surveying and Mapping Services

Our services include field surveys utilizing the latest in Global Positioning System's technology as well as conventional field surveying techniques. Our crews are all highly skilled members of the Operating Engineers Local Union No. 3. We equip our field and office staff with the latest hardware and software to complete their work. All field work is subsequently verified through a series of quality control reviews and all office work is double checked for accuracy before being issued as a final product.

Michael Dequine has been licensed as a Professional Land Surveyor in California for over 23 years. He is also licensed and experienced in the State of Nevada.

Land Planning Services

We are highly experienced in land planning and we specialize in entitlement applications and processing for tentative maps, lot line adjustments, re-zoning, general plan amendments, and conditional use permits. We have local experience in northern California and have long established relationships with City and County staff in many local jurisdictions. We prepare the application documents, research the neighboring landowners, prepare site maps and tentative maps, submit the application documents to the local agency, and we work closely with the local agency to process your application in a timely manner. We also provide representation at internal local agency meetings, subdivision review and technical review committee meetings, planning commission meetings, and City Council or Board of Supervisors meetings.

In addition, we are very experienced with entitlement applications for creation of new condominium units for residential, commercial, and industrial projects, as well as conversions of apartments to condominiums. We have unique relationships with Land Use Attorneys and Department of Real Estate Specialists and we assist our clients with nearly all phases of condominium development.

Project Management Services

At Michael Dequine and Associates, Inc. we offer a unique service to our land development clients. We initially coordinate with our clients to identify their project objectives. We then initiate a study into on and off site project constraints. Our services include preparation of boundary and topographic maps, research into existing General Plan Designations and zoning requirements (including set back requirements, density limitations, permitted land uses, parking requirements, lot coverage limitations, and shading requirements), and access. We also review Preliminary Title Reports, calculate and plot the locations on your property of existing easements and utilities, and prepare a comprehensive map identifying development constraints.

We then coordinate with our client to review overall and specific project objectives in relation to the project constraints. We prepare at least two different conceptual layout alternatives for our client's review and comment. Upon completion of this task, we have the ability and experience to prepare and submit to the local agency an acceptable application for the required entitlements.

We are highly experienced with preparation and processing of various entitlement applications throughout the northern and central California region. We have long standing relationships with City, County, and State agency staff dating as far back as 25 years. We are well versed in representation of our clients at public and private meetings and have a successful track record in completion of projects.

Beyond the entitlement stage, we offer a full range of services for completion of your project. We partner with various sub-consultants to accomplish the project objectives. We have long standing relationships with architects, civil engineers, landscape architects, land planners, Historic Resource Consultants, and environmental consultants for wetlands delineations. We offer Project Management services to meet your needs.
